อธิบดีฯ ร่วมแลกเปลี่ยนมุมมองกับผู้ทรงคุณวุฒิจากภาควิชาการและฝ่ายนิติบัญญัติ โดยได้บรรยายภาพรวมและพัฒนาการของกระบวนการเข้าเป็นสมาชิกองค์กรเพื่อความร่วมมือทางเศรษฐกิจและการพัฒนา (Organisation for Economic Co-operation and Development: OECD) ของไทย ซึ่งปัจจุบันอยู่ในขั้นตอนการประเมินทางเทคนิค (Technical Review) โดยคณะกรรมการ OECD 25 คณะ รวมถึงบทบาทของกระบวนการระงับข้อพิพาททางเลือก (Alternative Dispute Resolution: ADR) ในการสนับสนุนความพร้อมของไทยเข้าสู่ OECD โดยเฉพาะในด้านความคาดการณ์ได้ของระบบกฎหมาย ประสิทธิภาพในการระงับข้อพิพาท และหลักนิติธรรม นอกจากนี้ ยังได้กล่าวถึงบทบาทของไทยในการพัฒนากฎหมายระหว่างประเทศ ซึ่งสอดคล้องกับการยกระดับมาตรฐานของไทยในกระบวนการเข้าเป็นสมาชิก OECD รวมถึงการสมัครรับเลือกตั้งอีกสมัยของ ดร. วิลาวรรณ มังคละธนะกุล สมาชิกคณะกรรมาธิการกฎหมายระหว่างประเทศแห่งสหประชาชาติ (International Law Commission: ILC) คนปัจจุบันของไทย สำหรับวาระปี ค.ศ. 2028 - 2032

ทั้งนี้ งานดังกล่าวจัดขึ้นโดยสถาบันอนุญาโตตุลาการ ซึ่งมุ่งเน้นบทบาท ADR ในการเสริมสร้างระบบยุติธรรมที่มีประสิทธิภาพและคาดการณ์ได้ ตลอดจนเสริมสร้างสภาพแวดล้อมทางเศรษฐกิจและการลงทุนของไทย ซึ่งจะมีส่วนสนับสนุนกระบวนการสมัครเข้าเป็นสมาชิก OECD ของไทย อนึ่ง การเข้าเป็นสมาชิก OECD ของไทยเป็นวาระแห่งชาติ โดยรัฐบาลตั้งเป้าหมายให้ไทยบรรลุการเป็นสมาชิกภายในปี 2571 และให้ความสำคัญกับการมีส่วนร่วมของทุกภาคส่วนในการขับเคลื่อนกระบวนการดังกล่าว

On 2 September 2026, Ms. Rujikorn Saengchantr, Director-General of the Department of International Economic Affairs, participated in a panel discussion entitled “Thailand’s Readiness in Acceding to the OECD” at the Thailand ADR Conference 2026, held under the theme “OECD Readiness Through Predictable Justice: The Strategic Role of ADR” at Pullman Bangkok King Power Hotel.

The Director-General exchanged views with experts from academia and the legislative branch and provided an overview of the progress of Thailand’s accession to the Organisation for Economic Co-operation and Development (OECD), which is currently in the Technical Review phase involving 25 OECD Committees, as well as the role of Alternative Dispute Resolution (ADR) in supporting Thailand’s OECD readiness, particularly by enhancing legal predictability, efficient dispute resolution, and the rule of law. In addition, the Director-General referred to Thailand’s role in the development of international law, which complements the country’s efforts in raising its standards through the OECD accession process, including the candidature of Dr. Vilawan Mangklatanakul, Thailand’s incumbent member of the UN International Law Commission (ILC), for her re-election to the ILC for the term 2028 - 2032.

The Conference was organized by the Thailand Arbitration Center (THAC) and highlighted the role of ADR in promoting an efficient and predictable justice system and in strengthening Thailand’s economic and investment environment, thereby contributing to Thailand’s accession to the OECD. In sum, Thailand’s OECD accession is a national priority. The Government aims for Thailand to become an OECD Member by 2028 and attaches importance to the participation of all sectors in advancing the accession process.
