เมื่อวันที่ 15 - 16 มิถุนายน 2569 นางสาวปรางทิพย์ จันทร์สมศักดิ์ รองอธิบดีกรมเศรษฐกิจระหว่างประเทศ ในฐานะเจ้าหน้าที่อาวุโสไทย เข้าร่วมการประชุมคณะกรรมการเจ้าหน้าที่อาวุโสสมาคมแห่งมหาสมุทรอินเดีย ครั้งที่ 28 (28th Meeting of the Indian Ocean Rim Association Committee of Senior Officials หรือ IORA CSO) ณ กรุงนิวเดลี สาธารณรัฐอินเดีย โดยมีอินเดียเป็นประธาน

ที่ประชุมได้หารือภายใต้หัวข้อหลัก “Innovation, Openness, Resilience and Adaptability in the Indian Ocean Region” โดยที่ประชุมพิจารณาความคืบหน้าของความร่วมมือในสาขาต่าง ๆ งบประมาณและกองทุนพิเศษ ประเด็นด้านการบริหาร และประเด็นนโยบายเชิงยุทธศาสตร์ระยะยาว เช่น แนวทางการจัดทำแผนปฏิบัติการระยะ 5 ปี (ค.ศ. 2028 – 2032) รวมทั้งได้มีการประชุมร่วมกับประเทศคู่เจรจา (Dialogue Partner) เช่น สหภาพยุโรป สหราชอาณาจักร เยอรมนี เกาหลีใต้ อียิปต์

ในโอกาสนี้ รองอธิบดีกรมเศรษฐกิจระหว่างประเทศได้เน้นย้ำความสำคัญของการขับเคลื่อนความร่วมมือด้านเศรษฐกิจภาคทะเล (Blue Economy) การประมงอย่างยั่งยืน การบริหารจัดการภัยพิบัติ และความเชื่อมโยงทางทะเล และได้เสนอให้แผนปฏิบัติการ IORA ฉบับใหม่มุ่งเน้นโครงการที่สร้างผลลัพธ์ที่จับต้องได้ มีตัวชี้วัดที่ชัดเจน และก่อให้เกิดประโยชน์ต่อประเทศสมาชิกอย่างเป็นรูปธรรม

สมาคมแห่งมหาสมุทรอินเดียก่อตั้งเมื่อปี 2540 ปัจจุบันมีประเทศสมาชิก 23 ประเทศและประเทศคู่เจรจา 12 ประเทศ มีวัตถุประสงค์เพื่อส่งเสริมความร่วมมือในภูมิภาคมหาสมุทรอินเดียในด้านต่าง ๆ เช่น เศรษฐกิจภาคทะเล ประมง ความร่วมมือทางวิชาการ วิทยาศาสตร์ และเทคโนโลยี การเปลี่ยนแปลงสภาพภูมิอากาศ การพัฒนาที่ยั่งยืน และความมั่นคงแลความปลอดภัยทางทะเล โดยมีการจัดการประชุมคณะกรรมการเจ้าหน้าที่อาวุโสปีละ 2 ครั้ง เพื่อกำหนดทิศทางและติดตามความคืบหน้าการดำเนินงานของ IORA รวมถึงพิจารณาประเด็นด้านการบริหารองค์กรและข้อเสนอเชิงนโยบายก่อนการประชุมสภารัฐมนตรี

On 15–16 June 2026, Ms. Prangtip Chansomsak, Deputy Director-General of the Department of International Economic Affairs participated in the 28th Meeting of the Indian Ocean Rim Association Committee of Senior Officials (IORA CSO) in New Delhi, India.

The meeting, chaired by India under the theme “Innovation, Openness, Resilience & Adaptability in the Indian Ocean Region”, discussed and reviewed progress in sectoral cooperation, implementation of the IORA special funds, long-term strategic policy issues, finance and administrative arrangements. Discussions also covered the development of a new 5-year Action Plan (2028-2032). Moreover, Member States have had a chance to discuss with IORA Dialogue Partner such as European Union, United Kingdom, Germany, South Korea, and Egypt.

On this occasion, the Deputy Director-General underscored the importance of advancing cooperation in the Blue Economy, fisheries, disaster management, and maritime connectivity. She also proposed that the new 5-year Action Plan should place greater emphasis on projects that produce tangible results, have clear KPI, and generate concrete benefits for Member States.

Established in 1997, the Indian Ocean Rim Association (IORA) comprises of 23 Member States and 12 Dialogue Partners. The Association’s objectives are to promote regional cooperation in areas including the Blue Economy, fisheries, academic cooperation, science and technology, climate change, sustainable development, and maritime safety and security. The Meeting of Committee of Senior Officials is convened twice a year to provide strategic direction for IORA, review the progress of its work, and deliberate on institutional and policy issues in preparation for the Council of Ministers Meeting.
