เมื่อวันที่ 25 กุมภาพันธ์ 2569 กรมเศรษฐกิจระหว่างประเทศร่วมกับองค์การเพื่อความร่วมมือทางเศรษฐกิจและการพัฒนา (Organisation for Economic Co-operation and Development: OECD) ด้วยการสนับสนุนจากกระทรวงการต่างประเทศญี่ปุ่น จัดการประชุมเชิงปฏิบัติการ “Capacity Building Workshop: Preparing for the Technical Review Phase of Thailand’s Accession Process” ณ กระทรวงการต่างประเทศ

กิจกรรมดังกล่าวมีวัตถุประสงค์เพื่อเตรียมความพร้อมให้แก่หน่วยงานไทยในการประเมินทางเทคนิคของ OECD ซึ่งเป็นหนึ่งในขั้นตอนการสมัครเข้าเป็นสมาชิก OECD โดยมีผู้เข้าร่วมประมาณ 25 คน จากหน่วยงานที่เกี่ยวข้องของไทย ได้แก่ สำนักงานสภาพัฒนาการเศรษฐกิจและสังคมแห่งชาติ สำนักงานคณะกรรมการกฎษฎีกา สำนักงานคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติ สำนักงานคณะกรรมการป้องกันและปราบปรามการทุจริตในภาครัฐ สำนักงานคณะกรรมการพัฒนาระบบราชการ สำนักงานปลัดกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม สำนักงานสภานโยบายการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรมแห่งชาติ สำนักงานคณะกรรมการการแข่งขันทางการค้า และกรมสรรพากร

ในกิจกรรมนี้ นาย Toru Kajiwara อัครราชทูต สถานเอกอัครราชทูตญี่ปุ่นประจำประเทศไทย ได้ยืนยันว่าญี่ปุ่นสนับสนุนไทยอย่างเต็มที่ในกระบวนการเข้าเป็นสมาชิก OECD โดยเฉพาะในการเสริมสร้างศักยภาพของหน่วยงานไทย ในโอกาสนี้ นาง Gandia Robertson หัวหน้าแผนกประสานการเข้าเป็นสมาชิก ฝ่ายกฎหมายของ OECD ได้ให้ข้อมูลเชิงลึกเกี่ยวกับขั้นตอนและกระบวนการประเมินทางเทคนิคของ OECD กรณีศึกษาที่สอดคล้องกับการประเมินของไทย ตลอดจนคำแนะนำที่เป็นประโยชน์ต่าง ๆ สำหรับฝ่ายไทย

อนึ่ง การสมัครเป็นสมาชิก OECD เป็นวาระแห่งชาติของไทย ปัจจุบัน คณะกรรมการของ OECD 25 คณะกำลังศึกษาเอกสารที่ฝ่ายไทยประเมินตนเองเพื่อร่วมกำหนดแนวทางปรับปรุงกฎหมาย นโยบาย และแนวปฏิบัติของไทยให้สอดคล้องกับ OECD ซึ่งจะเป็นการยกระดับมาตรฐานและกฎระเบียบ เพิ่มความโปร่งใส ปรับปรุงสภาพแวดล้อมทางธุรกิจ และเสริมสร้างความเชื่อมั่นต่อประเทศไทยในภาพรวม ทั้งนี้ ไทยตั้งเป้าหมายที่จะเข้าเป็นสมาชิก OECD ภายในปี 2573 (ค.ศ. 2030)

On 25 February 2026, the Department of International Economic Affairs and the Organisation for Economic Co-operation and Development (OECD), with support from the Ministry of Foreign Affairs of Japan, organised a workshop titled “Capacity Building Workshop: Preparing for the Technical Review Phase of Thailand’s Accession Process” at the Ministry of Foreign Affairs of Thailand.

The workshop was aimed to enhance the readiness of Thai agencies for the OECD’s technical review, which is one of the key steps in the OECD accession process. Around 25 participants from relevant Thai agencies attended the workshop, including the Office of the National Economic and Social Development Council; the Office of the Council of State; the Office of the National Anti-Corruption Commission; the Office of the Public Sector Anti-Corruption Commission; the Office of the Public Sector Development Commission; the Office of the Permanent Secretary of the Ministry of Higher Education, Science, Research and Innovation; the Office of the National Higher Education, Science, Research and Innovation Policy Council; the Trade Competition Commission of Thailand; and the Revenue Department.

During the workshop, Mr. Toru Kajiwara, Minister of the Embassy of Japan in Thailand, reaffirmed Japan’s support for Thailand’s OECD accession process as well as expressed willingness to share Japan’s relevant experiences and support capacity-building efforts for Thai agencies. This was followed by a presentation by Ms. Gandia Robertson, Head of Accession Coordination Unit, Legal Affairs Directorate of the OECD, who provided in-depth information on the OECD’s technical review procedures and process, relevant case studies aligned with Thailand’s assessment, and practical recommendations for Thai agencies.

Joining the OECD has been Thailand’s national agenda. At present, 25 OECD Committees are assessing information from relevant Thai agencies to help identify Thailand’s regulations, policies, and practices which need to be revised to align with OECD standards. This alignment will elevate Thailand’s standards and regulatory frameworks, enhance transparency, improve the business environment, and strengthen overall confidence in Thailand.  Thailand aims to become an OECD member by 2030.
