On 19 October 2026, the Agreement Team of the Division of International Economic Policy, Department of International Economic Affairs, together with
the Division of International Law Development, Department of Treaties and Legal Affairs, attended an online training on the Trade Intelligence and Negotiation Adviser (TINA), a tool developed by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). The training aimed to use digital technology and artificial intelligence (AI) to make preparations for trade and investment agreement negotiations more efficient.

The ESCAP team demonstrated Legal TINA, one of the world’s most comprehensive databases of trade agreement texts. It currently holds more than 630 agreements and will soon hold over 750. Users can search for provisions and compare them side by side across agreements, including most-favoured-nation (MFN) treatment, expropriation and investor-state dispute settlement (ISDS). They can also filter results by negotiating partner to see how that partner usually drafts its agreements. Built-in AI functions explain provisions in plain language, give hypothetical examples, analyse implications and point out differences in substance between agreements. Research that used to take days can now be done in minutes. ESCAP is also developing an investment module that will add foreign direct investment (FDI) data and a step-by-step method for preparing negotiating positions on investment chapters. It is expected to be available in early 2027.

The Department of International Economic Affairs will use the tool to help prepare positions and counter-proposals in Thailand’s ongoing investment agreement negotiations. The Department also proposed that ESCAP consider adding bilateral investment treaties (BITs) to the database. It will coordinate with the Department of Trade Negotiations, Ministry of Commerce, so that other relevant agencies can also use the tool.

The resource persons were Dr. Yann Duval, Chief of the Trade Policy and Facilitation Section, Trade, Investment and Innovation Division, ESCAP; Dr. Alexey Kravchenko, Economic Affairs Officer and Project Leader of TINA and Legal TINA; Mr. Eiichiro Takinami, Associate Expert Officer and Project Coordinator of the project on trade negotiations capacity development on investment chapters of regional trade agreements; and Ms. Runqiu Du of the Trade Policy and Facilitation Section. The training was coordinated by Ms. Nucharat Tuntiwigit of the Trade Policy and Facilitation Section, Trade, Investment and Innovation Division, ESCAP.
