ในโอกาสนี้ นาง Gita Kothari ผู้อำนวยการฝ่ายกฎหมายและผู้ประสานงานการเข้าเป็นสมาชิกของ OECD และนาย Karim Dahou รองผู้อำนวยการฝ่ายความร่วมมือและความสัมพันธ์ของ OECD กล่าวเปิดการประชุม และตามด้วยการนำเสนอของไทย โดยอธิบดีกรมเศรษฐกิจฯ ยืนยันเจตนารมณ์ของไทยในการเข้าเป็นสมาชิก OECD ภายในปี 2571 ตามคำแถลงนโยบายต่อรัฐสภาของนายกรัฐมนตรีเมื่อวันที่ 9 เมษายน 2569 ซึ่งปัจจุบัน ไทยอยู่ในขั้นตอนการประเมินทางเทคนิคโดยคณะกรรมการ OECD 25 คณะ ซึ่งสอดคล้องกับสาขาที่ไทยให้ความสำคัญกับการปฏิรูปประเทศ อธิบดีกรมเศรษฐกิจฯ ยังได้ระบุสาขาความร่วมมือด้านการเสริมสร้างขีดความสามารถที่ไทยให้ความสำคัญ 6 ด้าน ได้แก่ (1) การต่อต้านการให้สินบน (2) นโยบายการลงทุน รวมถึงการดำเนินธุรกิจที่มีความรับผิดชอบ (Responsible Business Conduct: RBC) (3) การพัฒนาทุนมนุษย์และการศึกษา (4) การเปลี่ยนผ่านสีเขียว (5) AI และการเปลี่ยนผ่านด้านดิจิทัล และ (6) ความครอบคลุมทางสังคม โดยประเทศสมาชิก OECD ต่าง ๆ อาทิ ออสเตรเลีย ญี่ปุ่น โปแลนด์ สหราชอาณาจักร กลุ่มประเทศนอร์ดิก และแคนาดา ด้วยความร่วมมือกับสำนักเลขาธิการ OECD พร้อมที่จะสนับสนุนไทยและดำเนินโครงการความร่วมมือที่เป็นรูปธรรมกับไทยต่อไป

 

อนึ่ง ไทยเริ่มมีความร่วมมือกับ OECD ในปี 2551 และต่อยอดความร่วมมือด้านการพัฒนาขีดความสามารถผ่านโครงการ Thailand-OECD Country Programme ตั้งแต่ปี 2561 ทั้งนี้ การเข้าเป็นสมาชิก OECD จะช่วยยกระดับขีดความสามารถในการแข่งขัน พัฒนาสภาพแวดล้อมทางธุรกิจ และเสริมสร้างความเชื่อมั่นต่อประเทศไทยในภาพรวม

 

On 17 April 2026, Ms. Rujikorn Saengchantr, Director-General of the Department of International Economic Affairs and Thailand’s Accession Coordinator for the Organisation for Economic Co-operation and Development (OECD), participated via videoconference in the “OECD Accession Support Coordination for Thailand” meeting, organised by the OECD Secretariat, with the participation of representatives from 26 OECD Member Countries.

Convened for the first time for Thailand, this meeting provided an opportunity for Thailand to present progress in its OECD accession process as well as areas where further capacity building is required to support the alignment of Thailand’s laws, policies and practices with OECD standards.

 

On this occasion, Ms. Gita Kothari, Director for Legal Affairs and OECD Accession Coordinator, and Mr. Karim Dahou, Deputy Director for OECD Global Relations and Cooperation, delivered opening remarks. It was followed by Thailand’s presentation, where the Director-General reaffirmed Thailand’s political commitment to achieving OECD membership by 2028 as outlined in the Prime Minister’s policy statement delivered at the Thai Parliament on 9 April 2026. Currently, Thailand is undergoing a technical review by 25 OECD Committees that cover multiple areas of work that are in line with Thailand’s domestic priorities and reform agenda.

The Director-General also highlighted six priority areas for capacity-building cooperation, namely (1) anti-bribery, (2) investment policy, including Responsible Business Conduct (RBC), (3) human capital development and education, (4) green transition, (5) AI and digital transformation, and (6) social inclusion. OECD Member Countries, including Australia, Japan, Poland, the United Kingdom, Nordic countries, and Canada, in collaboration with the OECD Secretariat, expressed readiness to support and pursue concrete cooperation projects with Thailand.

 

Thailand has maintained its formal engagement with the OECD since 2008 and further strengthened capacity-building cooperation through the Thailand–OECD Country Programme since 2018. Thailand’s accession to the OECD will help enhance the country’s competitiveness, improve the business environment, and strengthen overall confidence in the country.
