เมื่อวันที่ 6–10 กรกฎาคม 2569 ผู้แทนจากกระทรวงการต่างประเทศ นำโดยนายณัฐวัฒน์ กฤษณามระ เอกอัครราชทูต ณ กรุงลอนดอน สถานเอกอัครราชทูต ณ กรุงลอนดอน กรมเศรษฐกิจระหว่างประเทศ และกลุ่มงานความมั่นคงระหว่างประเทศ ร่วมกับผู้แทนกระทรวงคมนาคมและการท่าเรือแห่งประเทศไทย เข้าร่วมการประชุมคณะมนตรีองค์การทางทะเลระหว่างประเทศ (International Maritime Organization: IMO) ครั้งที่ 137 ณ สำนักงานใหญ่ IMO กรุงลอนดอน สหราชอาณาจักร ที่ประชุมได้พิจารณาประเด็นด้านความปลอดภัย ความมั่นคง และความต่อเนื่องของการเดินเรือและการค้าระหว่างประเทศ อาทิ การตรวจประเมินการปฏิบัติตามพันธกรณีของรัฐสมาชิก ผลการดำเนินงานของคณะกรรมการด้านความปลอดภัย สิ่งแวดล้อม กฎหมาย และการอำนวยความสะดวกในการเดินเรือ และการพัฒนาระบบฐานข้อมูล Global Integrated Shipping Information System (GISIS)

ประเด็นสำคัญของการประชุมครั้งนี้คือเรื่องการปกป้องเส้นทางเดินเรือสำคัญ (Protection of Vital Shipping Lanes) ท่ามกลางสถานการณ์ความตึงเครียดบริเวณช่องแคบฮอร์มุซ ซึ่งส่งผลกระทบต่อเรือพาณิชย์ คนประจำเรือ ห่วงโซ่อุปทาน และการขนส่งพลังงานของโลก โดยที่ประชุมได้รับรองข้อมติว่าด้วยการปกป้องเส้นทางเดินเรือสำคัญโดยฉันทามติ ย้ำให้เส้นทางเดินเรือระหว่างประเทศคงไว้ซึ่งความเปิดกว้าง ปลอดภัย และมั่นคง ตลอดจนเคารพสิทธิและเสรีภาพในการเดินเรือตามกฎหมายระหว่างประเทศ และคุ้มครองความปลอดภัยและสวัสดิภาพของคนประจำเรือ

ในโอกาสนี้ เอกอัครราชทูต ณ กรุงลอนดอนได้กล่าวถ้อยแถลงสนับสนุนข้อมติดังกล่าว พร้อมย้ำความสำคัญของเสรีภาพในการเดินเรือ ความปลอดภัยของคนประจำเรือ และความต่อเนื่องของการค้าทางทะเล ซึ่งเชื่อมโยงโดยตรงกับความมั่นคงทางเศรษฐกิจและผลประโยชน์ของประเทศไทย

การประชุมครั้งนี้ยังสะท้อนมิติทางภูมิรัฐศาสตร์ที่ปรากฏชัดเจนขึ้นในเวที IMO โดยประเทศสมาชิกมีท่าทีแตกต่างกันต่อสถานการณ์ในช่องแคบฮอร์มุซ ทั้งในประเด็นสาเหตุของความขัดแย้ง การวางทุ่นระเบิด การเรียกเก็บค่าผ่านทางจากเรือ การกำหนดเส้นทางเดินเรือ และบทบาทของรัฐชายฝั่ง ขณะที่หลายประเทศเรียกร้องให้ IMO รักษาความเป็นกลางและดำเนินงานภายใต้อาณัติด้านความปลอดภัยและความมั่นคงทางทะเล

การเข้าร่วมการประชุมครั้งนี้สะท้อนบทบาทเชิงสร้างสรรค์ของไทยในกิจการทางทะเลระหว่างประเทศ

โดยนายวัชระ เจียมอนุกูลกิจ หัวหน้ากลุ่มกิจการระหว่างประเทศ สำนักแผนงาน กรมเจ้าท่า ได้รับเลือกโดยฉันทามติให้ดำรงตำแหน่งประธานคณะกรรมการอำนวยความสะดวกของ IMO ต่อในปี 2570 แสดงถึงการยอมรับบทบาทและความเชี่ยวชาญของไทย ซึ่งจะมีส่วนช่วยสนับสนุนการเตรียมความพร้อมสำหรับการสมัครรับเลือกตั้งเป็นสมาชิก

คณะมนตรี IMO วาระปี ค.ศ. 2028–2029

From 6 to 10 July 2026, representatives of the Ministry of Foreign Affairs, led by H.E.

Mr. Nadhavathna Krishnamra, Ambassador of Thailand to the United Kingdom, and officials

from the Royal Thai Embassy in London, the Department of International Economic Affairs,

and the International Security Unit, together with representatives from the Ministry of Transport and the Port Authority of Thailand, attended the 137th Session of the Council of the International Maritime Organization (IMO) at IMO Headquarters in London, United Kingdom.

The Council considered a wide range of issues concerning the safety, security, and continuity of international shipping and maritime trade. These included the audit of Member States’ implementation of IMO obligations, the outcomes of the Committees on maritime safety, marine environmental protection, legal matters, and facilitation of international maritime traffic, as well as the further development of the Global Integrated Shipping Information System (GISIS).

A key issue at the session was the protection of vital shipping lanes amid heightened tensions in and around the Strait of Hormuz, which have affected merchant vessels, seafarers, global supply chains, and energy transportation. The Council adopted by consensus a resolution on the protection of vital shipping lanes, reaffirming that international shipping lanes should remain open, safe, and secure, that navigational rights and freedoms under international law must be respected, and that the safety and welfare of seafarers must be protected.

On this occasion, the Ambassador of Thailand to the United Kingdom delivered a statement in support of the resolution, underscoring the importance of freedom of navigation, the safety and welfare of seafarers, and the uninterrupted flow of maritime trade, all of which are directly linked to Thailand’s economic security and national interests.

The session also reflected the increasingly prominent geopolitical dimension of discussions at the IMO. Member States expressed differing views on the situation in the Strait of Hormuz, including on the causes of the conflict, the alleged laying of mines, the imposition of tolls on vessels,

the designation of shipping routes, and the role of coastal States. At the same time, a number of Member States called upon the IMO to maintain its neutrality and to act within its mandate on maritime safety and security.

Thailand’s participation in the session reaffirmed its constructive role in international maritime affairs. In addition, Mr. Watchara Chiemanukulkit, Chief of International Affairs Division Planning Bureau, Marine Department of Thailand, was re-elected by consensus to continue serving as

Chair of the IMO Facilitation Committee in 2027, reflecting international recognition of Thailand’s expertise and contributing to the country’s preparations for its candidature for election to the IMO Council for the 2028–2029 term.
