การเยือนประเทศไทยของคณะ OECD ระหว่างวันที่ 21 - 24 กรกฎาคม 2569 เป็นภารกิจรวบรวมข้อเท็จจริง (fact-finding mission) เพื่อประกอบการประเมินไทยโดยคณะกรรมการกำกับดูแลกิจการ (Corporate Governance Committee: CGC) ในกระบวนการเข้าเป็นสมาชิก OECD ของไทย โดยคณะผู้แทน OECD ได้หารือกับหน่วยงานภาครัฐ รัฐวิสาหกิจ ภาคเอกชน และผู้มีส่วนเกี่ยวข้อง เพื่อประเมินกรอบการกำกับดูแลกิจการและรัฐวิสาหกิจของไทยเทียบกับมาตรฐาน OECD

ในโอกาสนี้ รองอธิบดีสาลินีฯ ย้ำความมุ่งมั่นของรัฐบาลไทยในการเข้าเป็นสมาชิก OECD โดยกระทรวงการต่างประเทศเป็นหนึ่งในสามหน่วยงานหลักร่วมกับสำนักงานสภาพัฒนาการเศรษฐกิจและสังคมแห่งชาติ (สศช.) และสำนักงานคณะกรรมการกฤษฎีกา (สคก.) ในการประสานกระบวนการเข้าเป็นสมาชิก โดยกระทรวงการต่างประเทศพร้อมสนับสนุน ก.ล.ต. และ สคร. ซึ่งเป็นหน่วยงานรับผิดชอบหลักในการประเมินของ CGC ทั้งในด้านการประสานงานกับ OECD และประเทศสมาชิก ตลอดจนการส่งเสริมความร่วมมือด้านการเสริมสร้างศักยภาพของไทยเพื่อปฏิบัติตามมาตรฐาน OECD

การเข้าเป็นสมาชิก OECD เป็นวาระแห่งชาติของไทย และรัฐบาลไทยตั้งเป้าหมายเข้าเป็นสมาชิกภายในปี 2571 โดย CGC เป็นหนึ่งใน 25 คณะกรรมการเฉพาะด้านของ OECD ที่กำลังประเมินไทย ทั้งนี้ กระบวนการเข้าเป็นสมาชิก OECD ถือเป็นโอกาสสำคัญในการยกระดับมาตรฐานและขับเคลื่อนการปฏิรูปประเทศ ซึ่งจะช่วยเพิ่มขีดความสามารถในการแข่งขัน เสริมสร้างธรรมาภิบาล ปรับปรุงสภาพแวดล้อมทางธุรกิจ และสร้างความเชื่อมั่นต่อประเทศไทยในภาพรวม

On 23 July 2026, Mrs. Salinee Phonprapai, Deputy Director-General of the Department of International Economic Affairs, together with Ms. Pornanong Budsaratragoon, Secretary-General of the Securities and Exchange Commission (SEC), and Mr. Pitaya Uthaisang, Director of the State Enterprise Policy and Planning Bureau, State Enterprise Policy Office (SEPO), met with an OECD delegation led by Mr. Daniel Blume, Head of the OECD Corporate Governance Unit, at the SEC Office. The OECD delegation’s visit to Thailand from 21 - 24 July 2026 was a fact-finding mission to support Thailand’s assessment by the OECD Corporate Governance Committee (CGC) as part of the country’s OECD accession process. During the mission, the OECD delegation held discussions with government agencies, state-owned enterprises, the private sector and other relevant stakeholders to assess Thailand’s corporate governance and state-owned enterprise frameworks against relevant OECD standards.

On this occasion, Deputy Director-General Salinee reaffirmed the Thai Government’s strong commitment to OECD accession. The Ministry of Foreign Affairs (MFA) is one of the three principal agencies coordinating Thailand’s accession process, together with the Office of the National Economic and Social Development Council (NESDC) and the Office of the Council of State (OCS). MFA stands ready to support the SEC and SEPO, which are the Responsible Agencies for the CGC review, including through coordinating with the OECD and its member countries as well as promoting capacity-building cooperation to support Thailand’s alignment with OECD standards.

 

OECD accession is a national priority for Thailand, with the Government aiming to achieve membership by 2028. The CGC is one of the 25 specialised OECD committees currently conducting technical reviews of Thailand. The accession process provides an important opportunity for Thailand to raise standards and advance domestic reforms, which will help enhance national competitiveness, strengthen governance, improve the business environment, and reinforce overall confidence in Thailand.
