เมื่อวันที่ 3 กันยายน 2569 นางสาวรุจิกร แสงจันทร์ อธิบดีกรมเศรษฐกิจระหว่างประเทศ ร่วมเสวนาในหัวข้อ “Thailand’s Roadmap to Membership: ถอดรหัสเส้นทางไทยสู่ OECD” ในงาน Global Compact Network Thailand (GCNT) Expo 2026 ณ True Digital Park เพื่อสร้างความเข้าใจเกี่ยวกับความคืบหน้าการเข้าเป็นสมาชิกองค์การเพื่อความร่วมมือทางเศรษฐกิจและการพัฒนา (Organisation for Economic Co-operation and Development: OECD) ของไทย ตลอดจนมาตรฐานและกฎเกณฑ์ที่ภาคธุรกิจควรเตรียมพร้อมรับการเปลี่ยนแปลง

อธิบดีฯ ย้ำว่า การเข้า OECD ไม่ใช่เพียงการได้สถานะสมาชิก แต่เป็นการใช้กระบวนการเข้าเป็นสมาชิกเป็น “เครื่องมือเร่งการปฏิรูปประเทศ” เพื่อยกระดับกฎระเบียบให้มีประสิทธิภาพ โปร่งใส คาดการณ์ได้ และส่งเสริมการแข่งขันที่เป็นธรรม ซึ่งจะช่วยลดต้นทุนและความเสี่ยง เพิ่มความเชื่อมั่นของนักลงทุน และเสริมขีดความสามารถในการแข่งขันของประเทศ ทั้งนี้ แม้การยกระดับมาตรฐานอาจมีต้นทุนในช่วงเปลี่ยนผ่าน โดยเฉพาะสำหรับ SMEs ภาครัฐจะต้องรับฟังและสนับสนุนการปรับตัวอย่างเหมาะสมเพื่อให้มาตรฐาน OECD เป็นโอกาสในการยกระดับธุรกิจและเข้าถึงตลาดและห่วงโซ่คุณค่าที่มีมูลค่าสูงขึ้น

ผู้แทนภาครัฐ ภาคเอกชน และภาคประชาสังคมยังได้ร่วมแลกเปลี่ยนข้อคิดเห็นเกี่ยวกับการปรับตัวของธุรกิจไทยต่อมาตรฐาน OECD รวมถึงการดำเนินธุรกิจที่มีความรับผิดชอบ (Responsible Business Conduct) ตลอดจนการต่อต้านการให้สินบนและทุจริต โดยการขับเคลื่อนการเข้าเป็นสมาชิก OECD ต้องอาศัยการมีส่วนร่วมของทุกภาคส่วนโดยเฉพาะภาคเอกชน ซึ่งมีบทบาทสำคัญในการนำมาตรฐานต่าง ๆ ไปสู่การปฏิบัติจริง อนึ่ง รัฐบาลตั้งเป้าให้ไทยบรรลุการเป็นสมาชิก OECD ภายในปี 2571

On 3 September 2026, Ms. Rujikorn Saengchantr, Director-General of the Department of International Economic Affairs, participated in a panel discussion entitled “Thailand’s Roadmap to Membership: Thailand’s Path towards OECD Accession” at the Global Compact Network Thailand (GCNT) Expo 2026, at True Digital Park. The discussion was aimed at enhancing understanding of progress in Thailand's accession to the Organisation for Economic Co-operation and Development (OECD), as well as the standards and regulatory changes for which the private sector should prepare.

The Director-General emphasized that joining the OECD is not merely about attaining membership status but about using the accession process as a “tool to accelerate national reform.” The process will help make regulations more efficient, transparent, and predictable, while promoting fair competition. This, in turn, can reduce costs and risks for businesses, strengthen investor confidence, and enhance Thailand’s overall competitiveness. While higher standards may entail adjustment costs during the transition, particularly for SMEs, the public sector will need to listen to the private sector and provide appropriate support so that OECD standards can become an opportunity for businesses to upgrade their capabilities and gain access to higher-value markets and value chains.

Representatives from the public sector, private sector, and civil society exchanged views on the adaptation of Thai businesses to OECD standards, including Responsible Business Conduct (RBC), as well as efforts to combat bribery and corruption. As such, advancing Thailand’s accession to the OECD requires the engagement of all sectors, particularly the private sector, which plays a key role in translating these standards into practice. The Government aims for Thailand to achieve OECD membership by 2028.
